"content": " Order, Hon. Gogo. I appreciate your concerns, but the reduction on the time the Members would want to be allocated is a matter that can only be done by leave of the House. The Chair has little to do on it and this is at the beginning of it. The Member has risen on that and I will put a question on it and if in the wisdom of the majority of the Members here feel they do not need three minutes but ten minutes, so be it. If you are going to need three minutes per Member of Parliament, then it can only be done by the leave of the House. They are not changing the rules, but that is how the rules are."
