As I second, I also wish to reiterate that county governments must make sure that the monies that this Bill is seeking to be released from the Consolidated Fund is utilised for the intended purposes. The pending bills should be given first charge so that we do not have our contractors being auctioned, loosing businesses and committing suicide. The county governments must settle all pending bills."
