    "content": " I thank you, Hon. Temporary Chairlady. There is a conundrum from the Chair. I am perplexed that this did not emanate from the National Treasury or from the Ministry itself. It has come as a proposal by the Committee. Whose interest is the Committee serving? Unless we are lobbyist in this House and that there are people out there who are telling us what to do and then infuse them into such a serious Bill from the National Treasury. We need an explanation. If the minutes you had did not have it as a proposal, where did it come from?"
