More importantly, I am not sure that the Committee is involved in this in any way, but I think this move will end up advantaging particular players. It might not have been the intention of the Committee, but if passed in the manner that it is couched, we are likely to create a monopoly in the steel and cement industries. I can tell you that. When I chaired the Public Account Committee (PAC) in the last Parliament, I had an encounter with those factories when they were failing to pay that development levy and so on, and so forth. In my view, this is a perfect case of State capture."
