    "content": " So, the housing policy is under the national Government and planning and development is under the county governments. The housing policy includes how the Government plans to provide houses. This levy will enable us to build houses in consultation with the county governments. For anybody to argue that if this passes it will be annulled by the court is a fallacy. It is similar to if I went to court to argue we retain whatever has been done. Therefore, there is nothing unconstitutional with what we are doing."
