    "content": "The first to be amended is Clause 2(a). The Bill has what we call “the county public debt.” The import of this clause is to delete the word “public” so that we remain with “county debt.” After interactions with the stakeholders, we agreed that if we delete the word “public” from “county public debt”, then we run a risk of focusing on public debt which is guaranteed by the national Government and include debts incurred at the county-level. For example, most counties get overdrafts from commercial banks to pay salaries. If we remove the word “public” then we will include even the county debts to the public debt. On this basis, as a Committee, we recommend that we retain that as it is."
