    "content": "Clause 3B intends to ensure that the Public Debt Management Office has more role in controlling what happens at the national and county levels on matters public debt. Currently, the Public Debt Management Office can only go to monitor or audit county public debts at invitation of counties. The law says their work is to oversee in totality the public debt. Clause 3B seeks to ensure that the Public Debt Management Office can audit matters relating to public debt both at the national and county levels without invitation. That is a good amendment. As a Committee, we agree to that and we will be supporting it."
