    "content": " Thank you, Hon. Speaker, for giving me a chance to make a few comments on this particular Bill, which has many items trying to manage our Public Debt and how we can move forward. This is a country which is reeling in high borrowing, as it has been indicated. Currently, we have an outstanding debt of over Ksh9.63 trillion with a debt ceiling of Ksh10 trillion. Out of the Ksh10 trillion, about Ksh4.5 trillion is domestic while Ksh5.09 is foreign. We already have a Budget which has a deficit of Ksh718 billion.
