    "content": "Thank you, Mr. Speaker, Sir. I rise, pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Roads, Transportation and Housing on the suspension of the use of ledger accounts by the Kenya Ports Authority (KPA). In the Statement, the Committee should - (1) state reasons for the suspension of payments using ledger accounts by the KPA, indicating whether there are the specific commercial banks currently rendering these services in real-time; (2) clarify whether public participation/stakeholder consultative meetings were conducted before the decision to scrap off the use of ledger accounts; (3) table a report on the alleged manipulation of the ledger system, stating whether public funds were lost in the said operation; and, (4) outline any impending changes by KPA, in a bid to improve the overall operations at the Port.
