    "content": "It is incumbent on us as a Senate to pursue for more allocations to counties in future so that they are able to establish incubation programmes and auxiliary systems in services. Also, increase investment in research and development activities undertaken by startups. Establish programmes for the certification and admission of the incubators through, for instance, polytechnics. Offer fiscal and non-fiscal incentives to incubators for startups, including mechanisms for supporting these entities for marginalized groups like women and Persons With Disability (PWD)."
