    "content": "THAT, Clause 4 of the Bill be amended by deleting paragraph (a). The import of this amendment is that the Bill proposes that the Public Debt Management Office, which is an office under the Ministry of the National Treasury and Economic Planning, advises Parliament on matters of public debt. We agreed as a Committee, and also during the Second Reading that for purposes of conforming to the principle of separation of powers between arms of the Government, it is important that Parliament is advised by either an office in Parliament or by an independent office, and not by the National Treasury. So, on that basis, we propose to delete Clause 4 (a)."
