    "content": " Hon. Temporary Chairlady, I rise to support the amendment that seeks to base our borrowing on a debt anchor of the GDP on real terms. I am saying this because international standards of borrowing are not about numerical figures. They are purely based on scientific numbers to support the borrowing. Secondly, I support the fact that all statutory instruments on borrowing will be brought to Parliament for approval. We will avoid a scenario similar to the Eurobond case, where we borrowed for consumption. It is upon Parliament to ensure that any borrowing is directed to development, and not to consumption. I support."
