    "content": "hole of debt. The issue of disclosure is very important when it comes to borrowing. We have seen cases of many African countries, including Zambia, where whenever a new President assumes office, he realises that there is a big discrepancy between what has been reported as public debt and the actual public debt. Such situations are not good for economies. For that reason, I support this Bill in its entirety. I also support the amendments that seek to make it a better Bill. In conclusion, I will reinforce the point on disclosure. My opinion is that public debt should be as public as the debt itself. Since the debt is public, everything around it should be public. The projects to be undertaken should be made public so that we can audit what these loans do for this country. Thank you."
