    "content": "Two, you will notice that counties such as Kilifi, Kwale, Lamu, Mombasa, Tana River and Tharaka Nithi, 10 years after the advent of devolution, are yet to get their county government headquarters completed. As much as you may indulge governors, many of these projects were being implemented by the national Government through the State Department for Public Works of the Ministry of Lands, Housing and Urban Planning. We must speak to the State Department for Public Works in this country to ensure that the counties I have mentioned have their headquarters completed."
