    "content": "Hon. Temporary Speaker, I second the Bill. As I second, allow me to say two things because I did not get time to speak during the Second Reading. I support this Bill and want to speak on one of the aspects, especially the one reducing the number of counties where aggregated centres and industrial parks are going to be implemented. This is in line with one of our resolutions when we tabled the Budget and Appropriations Committee Report. We said that it is important for us to pick on a few projects, fund them properly, and shorten completion period so that there is value for money as opposed to pursuing all of them, allocating very little money, and then they take too long to complete. The fact that we are reducing them from 47 to 18 and we can allocate more money, guarantees a shorter completion period and, therefore, benefits the people of Kenya."
