    "content": " Thank you very much. While I support this amendment, we need to be very careful. Based on what Hon. Baya asked, we must say clearly where this money will go and what it will do. We have aggregated money to counties as if these counties are going to do the same thing and as if they are on the same level of development. For that reason, whereas this is already a done deal and I do not want to challenge the Chairman on it, going forward, we really need to sit down as a House and agree before the horse bolts.
