    "content": "On the issue of staffing, it has been said each junior secondary school has only one or two teachers and, therefore, students are not being taught all the subjects. I hope this shortage is being addressed. We have recently seen adverts on recruitment of more teachers. I agree with Hon. Nyikal that we have put the cart before the horse. We have started something that we were not ready for. Hon. Temporary Speaker, we lack facilities in our schools because parents cannot afford to buy various aids that are needed for learning. As Hon. Ruku is suggesting, we need to come up with a proper policy on provision of teachers, aids and other requirements. On funding of junior secondary schools, provision needs to be included in the Kenyan Basic Education Act so that we do not have issues of children being unable to learn properly."
