    "content": "Hon. Mutunga, I would wish so too. Two Members have already approached me about it here. Hon. Mutunga, who has been in Parliament for two terms should know the rules. I would also wish that way. However, we have done this before. Where there is a Motion with so much interest, and you did not move a Motion to reduce its time initially, it is hard to reduce the time for speaking in the middle. It is now upon you, Members, to speak for three or four minutes if you wish. Going forward, as I leave, I wish that the Members speaking would do so for three to four minutes to allow the other Members to speak. Otherwise, we failed to regulate the timings at the beginning. Therefore, we cannot stop the Member from speaking for 10 minutes. That is how it works. In future, the Mover of the Motion can advise that the said Motion might attract so much interest and that we can regulate time. I have already taken so much of your time.
