    "content": "As a nation, there was a clamour for change of our education system from 8-4-4 to the CBC system. However, what baffles me is that the Ministry of Education did not implement policies for a smooth transition from the 8-4-4 to the CBC system because the JSS is under the CBC system. However, when we go to our constituencies, JSSs have so many challenges. One of the challenges is the issue of infrastructure and teachers. Article 53 of the Constitution provides that every child has a right to basic education, which must be free and compulsory. When you go to the constituencies, JSS students are asked to pay some levies and school fees. I am sure many parents have knocked on the doors of many Members of Parliament here, seeking financial support to pay for their children in school. Is the JSS education free as envisaged under Article 53 of our Constitution? Are we transiting well when moving from the 8-4-4 system to CBC, whereby we have JSS? The Ministry did not prepare well because there were no laboratories or teachers. Mwenge Primary School and Igara Primary School in Nambale Constituency have two teachers, each handling the JSS. Has the Ministry put in place proper policies and mechanisms to ensure that our children achieve their rights as enshrined in Article 53 of the Constitution? I wish to thank Hon. Ruku for coming up with this particular Motion that is very important in support of the rights of our children. Hon. Temporary Speaker, JSS in Nambale Constituency has so many challenges. We urge the Ministry of Education to come up with proper policies and finances to ensure that, as Members of Parliament construct those laboratories and classrooms for JSS, it should also top up the funds to ensure that we have enough laboratories, teaching materials and teachers so that our children can realize their dreams. We have said that the basic education is free. Is JSS a basic education or a secondary education? Those are the evident gaps, and as Members of Parliament, we need to ensure that we fix them. And this will be done through the Motion that has been brought by Hon. Ruku. As proposed by a colleague earlier, we need to ensure that it is passed into a Bill to develop proper policies to support our children. Thank you, Hon. Temporary Speaker."
