    "content": " The Hon. Member is pursuing the question on compensation of the people who have been affected. I had earlier said that it is not possible for the Government of the Republic of Kenya, which you are part of, to meet compensation claims for all people who may be affected by natural disasters, be they earthquakes, lightning, floods or even sometimes the movement of the Earth. However, during such crises or disasters, sometimes the Government is able to recollect itself and respond like any other Kenyans whenever we call for support from both the public and private sectors. Under the Rapid Disaster Response Unit, the Government would sometimes manage to make some interventions. However, on individual compensation like day-to-day flooding that the Hon. Member is expecting the Government to do things, it is not able. In any case, the Government cannot be said to be liable over those kinds of disasters. Thank you."
