    "content": " Thank you, Hon. Speaker. I want to applaud the Cabinet Secretary's efforts and the assurance that Ksh50 million is already set aside. In line with Article 43(1)(c) of the Constitution of Kenya and the Sustainable Development Goal (SDG) Number Two, I beg the Cabinet Secretary to assure us that even the extra amount or the balance of Ksh28 million or so will still be available in the Financial Year 2023/2024. That is my first concern. My second concern is this: His Excellency President William Ruto launched the Naoros Irrigation Scheme Project. In my view, there is that assurance that President Ruto will still be felt in that irrigation scheme. As for my second question, I request the Cabinet Secretary to visit those two irrigation schemes. They are not far from each other. They are only separated by a river. When is she going to come so that she can understand the kind of people who live in that area?
