    "content": " Finally, the last Question, Hon. Speaker, is on the misappropriation of funds. The money was actually not misappropriated. About Ksh170 million was released. The project is at about 25 per cent complete. The money was used to pay pending bills. I do not think it is a very good practice but there were pending bills and we have documentation that the money was utilized that way. There were also issues of the slow intake by the contractor, but now he is moving better. We have provided for that money and the project will be done as scheduled. In fact, we expect that, that project will be completed by December. It is scheduled to be completed by December. We are putting in a higher gear than it was and money is available."
