    "content": "On Question two, I wish to respond as follows: There were two meetings as well as site inspections to hand over the high mast to Kitui County Government on 14th January 2022 and 21st June 2022. The handing over was postponed due to a pending Kenya Power and Lighting Company bill of Kshs454,720 that was not factored in the contract. The bill has since been settled and the Ministry is making arrangements for the handover to the County Government of Kitui. In response to question three, the Ministry will consider adding more high mast flood lighting to cover a wider area and also ensure security once the budget is allocated. I submit."
