    "content": "In their recommendations, they say that the Committee should move forward. The fiscal deficit should remain at 4.4 per cent of the GDP. This is a very good recommendation so that we do not continue borrowing. I wonder if the National Treasury and the national Government are going to abide by this recommendation. We are fond of spending even outside the approved budget limits. As Parliament, we need to look at Article 223 and agree on what should be going into it. At the end of the day, we spend over Ksh300 billion that is not budgeted for. We need to address the issue of domestic borrowing. If we continue to borrow from the domestic market, we will crowd…"
