    "content": "On the issue of retention of money, the law is very clear that retention of money acts to protect the Government or county government from liability. If there is anybody who has taken away retention money from these northern frontier counties, they must face the full force of the law. This is illegal. It is against financial law and the Public Finance Management (PFM) Act. The retention of money is supposed to work as insurance for the projects that we are undertaking in the county governments and in the national Government."
