    "content": "Madam Temporary Speaker, this is a group of Kenyans that we will need to think very deeply about. This Bill could not have come at a better time. One thing we were told, most of these schools are understaffed. We were told that in schools with learners with mental challenges, there is a need for the teacher to student ratio of 1:1. So, when this Bill proposes the allocation of more resources especially to schools or to learning institutions, we should support it."
