    "content": "That way, we will reduce the negative impact on the family as far as costs of health are concerned and everything. Free health and education must be assured. In this Bill, I believe that we are talking about free education for those who are under education. We discussed in the other Bill that learners with disabilities need free education from early childhood to university. These are people who must be taken care of by the Government and not the parents."
