    "content": "Mr. Speaker, Sir. I would like to thank the House; the Senators who have supported my Bill for doing so. The Persons with Disabilities Act of 2003 was expedited and assented to, as a result of the personal experience of the late His Excellency President Mwai Kibaki back in the early 2000s, only after he acquired his own disability. Mr. Speaker, Sir, it is public knowledge that once the former President, the late Kibaki, understood how it feels to have a disability – to experience, live and breathe the limitations of having a disability – is when these issues were taken into account, prioritised and became law in 2003. We pray that the adoption of this Bill is never again dependent of somebody else in the Executive but rather expedited because a significant proportion of our country needs these provisions that are outlined in this Bill. It is meant to serve all Kenyans and address the needs of individuals with disabilities across this nation. I had a conversation with a few people since moving this Bill on Tuesday. I found some recent numbers that I would like to share. For example, when a PWD is in school as spoken about by Sen. (Prof.) Kamar, it costs around Kshs152,000 to get a braille reader in The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard Services,Senate."
