    "content": "Mr. Speaker, Sir, I have some information to give. First, there was a reason why the President and Members of Parliament (MPs) felt that Cabinet Secretaries should appear before this House to answer certain Questions that actually affect Kenyans. It is disrespectful of them to fail to appear before this House and to the people of Kenya. We have provisions under the powers and privileges where Cabinet Secretaries are actually supposed to be summoned, failure to which they can also be charged a certain fee. We should start doing that so that these Cabinet Secretaries can respect this country. Some of us woke up very early to come and listen to them so that we represent our people. Their trips are not important compared to the challenges Kenyans are facing. We need to take serious action against those Cabinet Secretaries who actually give an excuse every now and then. I thank you."
