First, the Senate is very disappointed and has expressed its displeasure at the spite and the contempt that has been shown by the Cabinet Secretaries who have not appeared here. Let me also be quick to point out that there are a number of Cabinet Secretaries who have shown respect and have met their constitutional obligation by appearing before this House. One of the Cabinet Secretaries we must distinguish is the one for the Ministry of Interior and Coordination of National Government. He has been very respectful to this House and has appeared twice and presented responses to questions that were raised by Senators on behalf of the people of Kenya. Mr. Speaker, Sir, unfortunately, it appears as though the Cabinet Secretaries are not taking this as an important or very vital function of accountability to the people of Kenya. Kenyans are raising some of the questions because maybe the Cabinet Secretaries have not been fully effective in serving the people of Kenya.
