    "content": "you are doing. You are just moving round the circles. I am afraid that Parliament has been moving around the circles. I doubt that anyone of us can confidently say that on SDG seven, Kenya is here and it is not doing very well or Kenya is doing very well or the County of Meru is doing well, but the County of Kakamega is not doing well. We need to get to that level where we are able as Parliament to say that we are moving well on SDGS. Mr. Deputy Speaker, Sir, Article 2 of the Constitution makes ratified International Treaties and obligations as part of the laws of Kenya. We are the House that stands to make those laws and to monitor and oversight the implementation of those laws. This Motion is seeking to get the national Government and county government to move deliberately in a manner that will enable us to see that the County Integrated Development Plan (CIDP) of Busia County, has properly factored in and is able to give us information around the 16, seven or the eight SDGs on which it is able to report."
