    "content": "Thank you, Mr. Deputy Speaker, Sir, for cutting it short. I was worried that they might take longer. They should have been in the House at the beginning, so that they are given a chance to make their apologies to one another. When Sen. Mumma was making her presentation, she emphasized the need of having a measure of implementation because sometimes most of the ratified laws or agreements that are international in nature get lost. I am happy that she has picked that and pointed out the relevant Ministry that should work with the Council of Governors (CoG). This is an important Motion for the Senate because of the fact that most of the issues articulated by a colleague who spoke before me are within the tenets of the Senate as far as the Fourth Schedule is concerned.
