    "content": "Apparently, the millions of litres that come to Nairobi City is not sufficient. You can get drugs and other things in Nairobi City easily than accessing water. Therefore, it is still a challenge. Sanitation in this City is also a challenge. When you go to Mukuru kwa Njenga, Kibera, Mathare and many other slums within this City, there is still a big challenge of sanitation. In line with what the President has on the plan, we are talking about affordable housing. When we have this affordable housing by the President, it will allow the management of access. If you go to Kilimani, you will find that the Chinese come and construct a building of 1,000 people, yet the sewerage system that is there is only meant for 10 people. How do these 1,000 people operate with the sewerage system that is there? Finally, I can see my light is on, on good health and the 17 SDG goals, there is the issue of quality education. I want to agree with Nelson Mandela that education becomes one of the critical tools that can be used to fight inequality. On the issue of industry. I am happy that President William Ruto launched the electric motorbikes. I am happy because it is one of the 17 SDG goals. The President has also talked about innovation and infrastructure. We have the Jua Kali sector, which we should continue supporting. In the interest of time, when you look under Article 132 on functions of the President, Part 1(c) says that the President shall provide progress report. When you look at the SDGs, it is anchored in Article 10. I do not know whether Sen. Mumma has looked at Article 10 on principles of national governance and good values; that the President should be able to provide this progress report to the House. When the President is doing the annual State of the Nation address, he can provide this. Under Article 2 (vi), international obligations where Kenya is a signatory, we become part of the entire process. Therefore, looking at the upshot and interpretation of Article 132 on the functions of the President, it says ‘give a progress report to the Nation on all the measures taken and the progress achieved in realization of national values referred to in Article No. 10.’ Therefore, what Sen. Mumma is doing is within the Constitution. I hope in the future, as the President submits the progress report on, for example, human rights, some of the issues under the SDGs are captured in white, blue and red rights under the conventions that Kenya has signed under the United Nations Declaration on Human Rights. Kenya is a signatory to many instruments that are there. I would want to see the outcome and the prayers that will be achieved and the resolution of the House, so that we can have counties playing an active role. Decent work, economic growth, innovation, reduce inequality, sustainable cities and communities, just to run through. Those are part of the 17 SDGs that have been built on. Kenyans should know that SDGs are meant for all countries, but the Millennium Development Goals (MDGs) were meant for developing countries. I support this Motion. Thank you, Mr. Deputy Speaker, Sir."
