    "content": "Mr. Deputy Speaker, Sir, the Arid and Semi-Arid Lands (ASAL) have faced a long drought. Unfortunately, the drought is back. We have enjoyed one or two months of good rain. It is over and places like Kajiado are now back to drought. Sadly, there is no mitigation measures in place by both levels of Government. We should do an audit as a country on what we ought to have achieved by now and what remains to be achieved by 2030, so that we bring ourselves back on track."
