    "content": " Thank you, Hon. Speaker. I rise to support this Report of the Committee on Delegated Legislation. I support it because the anchoring law is the Public Finance Management (PFM) Act. That is why even with approval, these Regulations have found their way to this House. A perusal of the brief Regulations indicates that they are basically trying to bring equity to the digital space. If Kenyans are paying taxes, why would we unfairly exempt foreigners?"
