"content": "From personal experience, whatever technology you use, you cannot prepare a valuation roll for even a middle-sized town in less than one year because getting documentation to prove ownership is a problem. Registry index maps are not regularly updated and you have to go through the process of updating the same. Getting GPS coordinates and all these things takes a long period of time. In the past, we have been having a 10-year period. In the event that there is a rise in property values, nothing stops a county government from preparing a supplementary valuation roll specifically for that area that they think has improved. For example, the Leader of the Majority Party has been saying that he has a parcel of land behind Lenana High School. When the Southern Bypass went through it, its value naturally shot up. In that event, you can even do a linear valuation to accommodate changes in values."
