    "content": "I foresee a situation where it will be extremely expensive and cumbersome. There is the process of objection, a rating tribunal, and you have to go to the Environment and Land Court. It is going to be extremely cumbersome. We would ask the Committee and drafters of the Bill to consider a longer period so that there is value for money spent preparing valuation rolls."
