Temporary Speaker, this means that if a certain county passes a certain legislation on rating and there is a dispute in its application, we have checks and balances in the National Rating Act. As a lawyer, I encourage this kind of legislation, especially on devolved functions. In as much as county governments have powers to make laws, we should have a uniform national law to check the excesses of a law that exist in the county government."
