I thank you for giving me this opportunity to contribute to this important legislation. I also thank the Committee which is chaired by my neighbour, Hon. Nyamoko, for thinking and drafting a Bill of this nature. As I intimated earlier, the country has a Constitution that requires that we have two levels of Government. Their respective functions are found in the Fourth Schedule of the Constitution. Some land is devolved.
