Let me take you directly to Standing Order No. 122 (2) as read together with Standing Order No. 122 (1) (k). It states that - “A Senator commits an act of gross disorderly conduct if the Senator- (b) disrupts or attempts to disrupt the Speaker’s Procession;” The Speaker’s Procession starts from the Office up to the Chamber. If you disrupt it in between there, then you will have committed an act of disorderly conduct. That is exactly what the Senator for Nairobi did. He shouted at the procession when it was passing by the lounge. That is why he was held to be out of order. I hope that clarification suffices."
