Look at this young businessman, who gets money for a start-up and he wants to engage in the business of import and export. So, he pays the necessary licenses up to and including import licensing; pays all he pays in Japan, then imports whatever goods he wants. The goods come and land in Mombasa County. This young businessperson has no idea that he would have to speak to the issue of licensing 12 times, yet in Japan he spoke to it only once. Once in Kenya, he is supposed to speak to it 12 different times then gets completely fatigued financially, confused or conned."
