    "content": "We have found ourselves to be sympathetic with county governors in such instances because the residents of those areas want clean water. Once they have clean water, children will stay in school instead of roaming around looking for water and pasture. Therefore, sometimes when we have one framework legislation that cuts across, we must also ensure that there could be certain exceptions that can be made for some of those difficult situations."
