    "content": "This Senate from its inception has drawn the line very clearly. When I see people going to court to ask where primary oversight ends and secondary oversight begins, I usually think that those are lazy people who have not taken time to appreciate the position the Senate has taken. Primary oversight is around the approval of appointees to run county governments. That is a pure mandate of the county assemblies that the Senate never encroaches on. The Senate only comes in when it comes to impeachment of the Governor and the Deputy Governor."
