There are those who will argue that we are trying to prescribe to county assemblies how they should go about their business when it comes to processing Finance Bills. If our county assemblies took their tasks and duties with the confidence and seriousness that is required, I do believe that some of these multiple overlapping and duplicating licenses and levies that we see in counties would be a thing of the past.
