    "content": "Mr. Deputy Speaker, Sir, I agree that, that is the biggest Authority out of the six and it covers ten counties which are very big and most of them are in dry areas. The Authority covers 39 per cent of the land mass of this country. But our needs have never been equal to our resources. So, the little we get--- In fact, this is the first time we have received the highest budget allocation of Kshs1.8 billion. It is because it was part of the Economic Stimulus Programme monies that were given to that Authority. So, with the little that we are getting, the Authority is making the best use of it. But it cannot be enough."
