    "content": "I, therefore, celebrate the good work that has been done by our colleague, Sen. Mariam Omar. I wish our colleagues can continue to generate such business for us to consider as a House so that we can entrench the success of devolution. I support this Bill with only that right and provision and challenge Sen. Mariam Omar to guide us on what we are going to do with Clause 27 of the Bill. I am a bit uncomfortable with us returning county governments to be subject to regulations that are made by the national Government. With those many remarks. I support and congratulate Sen. Mariam Omar."
