    "content": "Mr. Deputy Speaker, Sir, this Bill will resolve many of those questions. I know that the Mover proposed that, perhaps, those of us in the Government side might feel some discomfort and ask: “Why can we not wait for the new constitutional dispensation in order for us to deal with this matter?” In project management, all those things that can start should start today! There is no reason for us to pretend that we can only resolve key pressing issues in this country when the new constitutional dispensation comes into place. As Parliament, we should accept that all those things that can be done today should be done today. If it is the question of dual citizenship, we should dispense with it. This is because we have agreed as a nation that this is the direction we are supposed to go. There can be no reason to argue that this matter needs to wait for a new Constitution. The time is now to send the right signal."
