    "content": "Mr. Deputy Speaker, Sir, I am really happy with one of the proposals contained in this Bill – a lean Cabinet. I do not need to dwell so much on the merits of a lean Cabinet, because my colleagues who spoke before me have addressed the real issue of cost- cutting. More importantly, it is also good to have defined Ministries so that if you become President tomorrow, you will really know the existing Ministries in the Government of Kenya. This has happened all over the world. So, the aspect of defined Ministries, where we know the number of Ministries and the assignment of functions to each of them is very important. Mr. Deputy Speaker, Sir, the proposal made under Clause 3(2), that there is need for the approval of appointments by the National Assembly, is also very good. In other democracies like the United States of America (USA), when the Head of State makes appointments of great nature, they always go to the Senate for approval. So, we are now giving the people’s representatives a good job by mandating them to approve appointments. That way, Parliament can verify whether certain parameters and conditions that should be considered when making such appointments were, indeed, considered."
