    "content": "Madam Temporary Speaker, the Bill proposes that each county shall establish a County Technical Committee, which shall be responsible for approving all project finance by this Fund. Further, the Bill creates another structure under that which is Sub-County Technical Committee that is tasked with identification of projects within each sub county. The Project Identification and Implementation Committee will identify and prioritise projects and beneficiaries of those projects in line with marginalised areas priorities as identified by the second policy. We are now hoping to get a third policy in place."
