    "content": "This Bill is going to give an opportunity for the different counties that are receiving the Equalisation Fund to have better structures. One of the key things coming out is the technical committees ranging from the county and sub-county technical committees as well as the Project Identification and Implementation Committee. It is important to note that these committees will play a key role in ensuring that projects are completed and not duplicated.
